Did Kevin Harvick intentionally cause the crash that kicked Dale Jr. out of the Chase?

Yesterday in the Chase for the NASCAR sprint cup there was a green-white-checkered finish. Kevin Harvick was having issues with his engine which was hardly letting him break 80mph. He needed to make it to the next round of the chase which he would not have been able to do if he retired.

Dale Jr. had the fastest car by far in the race. He was running second when the caution came out. On the restart Jimmie Johnson spun and another caution came out. NASCAR made a new rule stating that only one attempt at a green-white-checkered would happen at Talledeaga. However, NASCAR said they didn't cross the start finish line before the caution happened.

On the 2nd restart Kevin Harvick could not get going which caused a wreck almost instantly. The race was over. Dale Jr. didn't make it to the next round.

I think that Kevin Harvick should have been black flagged for not being able to maintain pace with the rest of the field. However, I disagree with people who say NASCAR rigged it because, if they were rigging it they would want Jr. to win because, he is the most popular driver. I do disagree with the way NASCAR handled the situation. Now this isn't quite as big as the whole Clint Bowyer spinning and getting Truex Jr. into the chase, but this could still be a big deal.
